I would say Fury Swipes because there’s a 37.5% chance that it will do more damage than Scratch would, (Fury Swipes can hit anywhere between 2-5 times whereas Scratch only hits once.) Fury Swipes has a base power of 18 and Scratch has a base power of 40, however, if Fury Swipes hits, (Fury Swipes has an 85% accuracy,) then it is guaranteed to do about the same amount of damage as Scratch would, however, if Fury Swipes hits more than twice, then it would do more damage than Scratch.

The infamous “Hit 2 times” gets me all the time, dealing a measly amount of power.
Also, if the opponent has rough skin or Rocky Helmet, your pokemon ends up receiving more damage than it deals.
Scratch isn’t a great move either, so personally, ditch them both. Get a STAB move in your physical slot.
