why after the quotes does it say (1.2 ,2.21, or 3.2) for example instead of the actual page numbers in the book

Yes. It is the chapter number than the paragraph number. Eg. Animal Farm Squealer quote about the Battle of Cowshed 7.17: Chapter Seven (VII), then count the paragraphs. However, I do agree that the page number wopuld be easier :: To schmoop, SparkNotes, CliffNotes, etc.
