After leaving the Highway Authority, Carrion became a consultant for various engineering firms. He also served on the board of directors for several companies, including Jugos del Valle and Delta Air Lines. In 2010, he was appointed as Chairman of the Puerto Rico Ports Authority by Governor Luis Fortuño.
