Not in the same way that humans do. They obviously have hair in the place where the eyebrows would normally be, but it is usually no different to the hair on the rest of their body. The can move the muscles above their eyes though in the same way that people would ‘raise their eyebrows’. I have seen some horses though with very long hairs coming from where the eyebrows would be (and i’ve just noticed that my dog has them too!) so I guess you could call them eyebrows. But I’ve never seen them on a horse.
