More info is needed! What was returned? If it’s a person, then most likely he is facing more charges or it could be that his supervision is the responsibility of the court, i.e. probation. Some rights/privileges need supervision in order to satisfy the provisions of the disposition conferred at sentencing. Really depends on ‘what’ is being ‘returned’. But something obviously has been. Depending on where you live, the terms and condition granted under probation or parole, are most likely, under the supervision of the court. He is most likely out of prison, but definitely under some sort of supervision until he satisfies the requirements of his sentence. Released on a conditional basis. I’m guessing it was a non-violent offense. Drugs/ theft.. crime against property?
Check with the court that he was sentenced from. Ask the probation department. They should be required to inform you since it is a matter of public record.

What I think it means is he lost his rights when he went to prison and on release he retains his rights back. No longer a ward of the state as he has been found guilty not innocent untill proven..
