If you have ever done the quest High Times, where Jacob Hoff(The dude that was addicted to drugs), was located(Across from Mick N Ralphs) there should be a hole there, that goes through the little building. Go through it and you’ll see an NCR Tester. Do that, or either go in back of the Old Mormon Fort.

Actually it Depends, If its the one behind the Mormon Fort it’s, 4th-2nd-1st. If its the one further down the road past the pioneer Cafe behind the ruined building it’s 3rd-2nd-1st.
