What is a victocrat?

It is a person who has attached a political methodology to the condition of being a victim. Usually, the victim is not really a victim at all, or at least not nearly as much of a victim as the victocrats wine and complain.
Typical victims which are used by victocrats to push a liberal political agenda are:
minorities, women, children, the working poor, unmarried mothers, animals…even the environment.
