I believe 707/1000 is the most reduced form to change to a fraction. You would basically just see that you have three decimal points to the right of 707, so if you take that number as if it were a whole number and divide by 1000 (which has 3 zeros), you would get 0.707.

Remember, If there is 1 digit past the decimal (Ex. 0.2) Then the denominator of the fraction is 10. If there is 2 digits past, the denominator is 100. And so on. So if it was 0.12 then since there’s 2 digits past the decimal, its: 12/100.

Any number before the decimal is a whole number. So you would change it into a mixed number. (Ex. 2.12 = 2 12/100)
