Meaning of Celtic Crosses
Brief summary from Irish Celtic Jewels page:
Interpretations of the parts of the Cross vary depending on the legend examined. Some believe that the horizontal portion of the Cross represents the earthly world, whereas the vertical portion is heaven. The joining part represents the unification of heaven and earth.
In other explanations, the number 4 holds great meaning. The 4 arms of the Cross could represent:
North, South, East and West
Fire, Earth, Air and Water
Mind, Body, Soul and Heart
Most interpretations of the Cross agree that the circle portion symbolizes eternal life and God’s infinite love.
Like all ancient symbols, many people and political groups have used the Celtic Cross or variants of it to represent personal causes. The evolution of a symbol often gives new meaning to it for the present, but it does not erase the history of its past. People today proudly wear the Celtic Cross in the form of fine jewelry. It symbolizes Irish folklore, Christianity, and the culture of today.

Cross With Circle

Do you mean a circle sitting above the cross? It’s an ankh.
Do you mean a cross with a circle surrounding the top part of the cross, such as the avatar of the Top Answerer? It’s called a Coptic cross.
According to Wiki:
The Coptic cross of today, used by Coptic Orthodox Christians, has many different forms. The circle represents the eternal and everlasting love of God. Christ’s halo was commonly depicted with cross-based halo in the early and especially the eastern parts of Christianity. The full cross symbolizes Christs crucifixion and resurrection.

RE:
what does a cross with a circle on top represent?

The ankh (symbol ☥) was the Egyptian hieroglyphic character that read “life,” a triliteral sign for the consonants ˁ-n-ḫ. Egyptian gods are often portrayed carrying it by its loop, or bearing one in each hand, arms crossed over their chest. It is also known as the key of life, the key of the Nile, or as crux ansata, Latin for “cross with a handle”.
The ankh appears to be associated with the Egyptian glyph for magical protection, sa. However, what the sign itself represents is disputed. For example, Sir Alan Gardiner thought that it showed a sandal strap with the loop at the top forming the strap, but if so, the symbolism is obscure and so his theory has found little support. However, this interpretation seems to have received some acceptance among modern writers.

I was looking for this same answer myself when I came across this question. What I have is NOT the anhk. Or Celtic cross. What I have is most closely related to the cross of tammuz. . The anhk has a LOOP on the top, not a circle.

It denotes that Christianity is a Astrology religion and nothing literal. The Sun represents Jesus and the 4 corners represents the 4 seasons the 4 gospels and the 12 Apostles represent the 12 signs of the zodiac. That symbol comes from the Celtic Christianity system. When Christianity first began Jesus was worshiped as a sun god. It wasn’t until Constantine that it became organized.

you mean an ankh?
A cross shaped like a T with a loop at the top, the Egyptian hieroglyph representing the word “life” and often used as an amulet or charm for this concept. Also known as an ansate cross.

There is a god by the name of Tammuz who is represented by this symbol, I do not know if it has a name but I know his symbol is not an ankh, anchor or a form of Jesus.
