The reason to go to a 40 would not be because the Glock 9mm is “a piece of sh**” as the officer replied in the movie, but because of the ballistic superiority of the 40. A Glock 19 (9mm) is a fine weapon in use by law enforcement for its reliability. One final theory is that they were refering to the M&P line of weapons, which are quite excellent and popular among law enforcement agencies. But again, an officer would not complain about problems with the M&P 9mm version. They would just prefer the better M&P 40. However, there is no M&P 31. So abreviating it to just P40 and P31 wouldn’t really make sense there either. It would just be M&P 9 vs M&P 40. My best guess is that none of these theories are true and it was just meant to sound like plausible jargon for a department to have a debate about.
